are these compatible with pre 2012 specialized SL-1 buckle ratchet

Based on what I was able to research - the Shimano Universal Buckle and Strap Set (which includes the Super Low Profile version) has been successfully used as a replacement for the 2012 Specialized SL-1 ratchet buckle. The SL-1 buckle uses a screw mount, which aligns well with Shimano’s universal design. Shimano’s set offers a low-profile fit and solid retention, similar to the SL-1.
